Voting began again at three polling stations in the Agra Division Teachers’ Constituency on October 26 after the Election Commission set aside the votes cast there on October 23. The limited repoll follows complaints about irregularities and applies to the three specified stations, rather than the entire Uttar Pradesh Legislative Council election.

The fresh polling window is 8 am to 4 pm. Local reporting on Monday morning said voting had started under heightened security. A final turnout figure or constituency result was not available in the information reviewed for this report.

Which polling stations are affected?

The Uttar Pradesh Chief Electoral Officer’s announcement identified polling station 20 at the Tehsil Campus in Kheragarh, station 21 at the Kshetra Panchayat Office in Saiyan and station 26 at the Kshetra Panchayat Office in Fatehabad.

These locations matter because the order is specific. Electors assigned to the affected stations are covered by the fresh poll; the decision is not an instruction for everyone who voted in the wider set of Council contests to return to a booth.

The original voting formed part of the biennial elections for five graduates’ constituencies and six teachers’ constituencies in Uttar Pradesh. The Agra teachers’ seat is one of those contests. References to an “Agra repoll” should therefore be read in that context, rather than as a fresh election to a Lok Sabha or Assembly seat.

Why the Commission intervened

The Commission’s order followed recommendations sent through the state election administration. Reports describe allegations of irregularities, including complaints of booth capturing. The order invalidating the earlier poll is confirmed; allegations about who was responsible remain distinct from any eventual finding against an individual.

The Chief Electoral Officer’s release said the October 23 voting at these stations had been declared void under the Representation of the People Act. The practical effect is that fresh voting at those locations replaces the earlier poll for the purposes of the election process.

The Agra Divisional Commissioner was also directed to investigate and fix responsibility. Reporting of the order gave October 25 as the deadline for that report. The material reviewed here does not establish the inquiry’s findings, so no conclusion about official misconduct or individual liability is being drawn.

Safeguards for the fresh poll

Election officials were instructed to complete arrangements and communicate the repoll schedule to candidates, observers and other relevant parties. The directions also excluded people whose activities or irregularities had necessitated the repoll from being assigned responsibilities in the fresh exercise.
